Background: Bangladesh is an agricultural country. Most of the people of this country live by farming, crop production, cattle and poultry. Educated unemployed youth of this country are providing employment to themselves and others by farming ducks, chickens, cows, and goats. For this reason, it is often necessary to import improved breeds of ducks-chickens, cows-goats, sheep. Moreover, various animals and animal products from Bangladesh are often exported to different countries. The Department of Livestock under the Ministry of Fisheries and Livestock of the Government of the People's Republic of Bangladesh in Bangladesh has set up 24 (Twenty-four) quarantine stations to prevent the import and export of animals and animal products that may carry bacteria or zoonotic diseases.  As part of this Livestock Quarantine Station was opened on 23 June 2013 at Hazrat Shahjalal International Airport, Kurmitola, Dhaka. At that time the station was auspiciously inaugurated in the presence of the Hon'ble Minister of Fisheries and Livestock, Government of the People's Republic of Bangladesh, Mr. Abdul Latif Biswas, MP and the Minister of Civil Aviation and Tourism, Colonel (retd) Mr. Muhammad Farooq Khan, MP and the presence of senior officers of various ministries and departments. In the initial phase of opening the station, the office started with 03 (three) rooms next to Terminal 1. Later the office was shifted to the 3rd floor of the Export Cargo Building. At present there are 1 office rooms on the 3rd floor of the Export Cargo Building, 01 rooms in the Import Cargo Building and 01 desks in the Red Channel at the terminal.

Aims and Objectives:
1) To protect cattle health as well as human health from various types of trans-boundary and infectious diseases.
2) Declaring Bangladesh free of transboundary and communicable diseases from O.I.EO and other authorized organizations.
3) To increase the trade area of animals and animal products of Bangladesh in the field of international trade.
4) Increasing production in livestock sector.
5) To accelerate the development of poultry and poultry industry.
6) To accelerate the development of dairy and dairy industry.
7) Increase the production of milk, meat, eggs to ensure food security and provide safe food.
8) To open the doors of employment through rearing of cattle and poultry.

Necessary information about Dhaka


  • The Ministry of Fisheries and Livestock set up 24 quarantine stations at land, sea and airports to prevent and control animal diseases. The station at Hazrat Shahjalal International Airport, Dhaka, began operating on June 23, 2013, and has been operating ever since.

  • The office at Hazrat Shahjalal International Airport in Dhaka has a 250-square-foot office on the third floor of Export Cargo Village, a 70-square-foot room in Import Cargo, and an arrival desk in the main international terminal building.

  • This office currently has one first-grade staff and seven employees of various levels.

  • At Hazrat Shahjalal International Airport, Kurmitola, Dhaka —
1. Various animals and animal products (e.g., day-old chicks, cows, goats, sheep, dogs, cats, birds, pigeons and vaccines, semen) enter Bangladesh from abroad through import cargo.

2. Passengers carry various animals and animal products (e.g., dogs, cats) through the arrival and departure desks in the terminal building.

3. Various animals and animal products (e.g., dogs, cats, human edible meat, bull sticks) are exported through export cargo.

A. At HSIA Terminal Building: Passengers carry various animals and animal products (e.g., pets, cats) during arrival and departure. Passengers must have a No Objection Letter (NOC) from the Assistant Director (Training) of the Directorate of Livestock (Khamarbari, Farmgate, Dhaka, Tel: +88—02—9115936, adtraining.dls@gmail.com) to bring or take animals and animal products (e.g. pets, cats) into or out of Bangladesh.

B. By Submitting a copy of the No Objection Letter (NOC), Veterinary Health Certificate, and Vaccination Card through (Telephone: +88-02-8901032, livestockquarantinehsia@gmail.com) to the Livestock Quarantine Station at Hazrat Shahjalal International Airport in Kurmitola, Dhaka. The cat or dog at the arrival desk (terminal) to make sure the relevant documents are correct. The health of the animals and carry out quarantine activities responsibly in a service-minded manner. Exempt the cat or dog from quarantine after the government receives the prescribed quarantine fee (which is subsequently deposited in the government treasury through TR challan).”

Livestock and animal products imported through import channel:  day-old chicks, dogs, cats, cows, goats, sheep, rabbits, ducks, different species of birds, hatching eggs, medicine, vaccines, semen, etc.

A No Objection Letter (NOC) should be obtained from the office of the Assistant Director (Animal Health and Administration) Directorate of Livestock, Khamarbari, Farmgate, Dhaka, Tel: +88-02-9115968, adhealthdls@gmail.com, for import of Medicines, Vaccines
No Objection Letter (NOC) should be obtained from the Department of Conservator of Forests, Wildlife and Nature Reserves (Ban Bhavan, Agargaon, Dhaka, Tel: +88-02-8181142, cfwildlifefd@gmail.com) for importing wild animals. 

Poultry and animal products exported through export crates: No Objection Letter (NOC) should be obtained from the office of Assistant Director (Training) Directorate of Livestock, Khamarbari, Farmgate, Dhaka, Tel: +88-02-9115936, adtraining.dls@gmail.com, for export of dogs, cats, human edible meat, bull sticks etc.

After receipt of No Objection Letter (NOC) for import and export of various animals and animal products mentioned above, all related documents (application form for clearance of goods, veterinary health certificate and vaccination card, airway bill, commercial invoice, packing list, (Country of Origin) etc. should be submitted to Livestock Quarantine Station(Hazrat Shahjalal International Airport Kurmitola, Dhaka, Tel: +88-02-8901032, livestockquarantinehsia@gmail.com). Quarantine activities are carried out responsibly in a service minded manner by checking the relevant documents and animal health of the concerned animals, birds and animal products. Along with this, the government receives clearance of animals and animal products through the receipt of a prescribed quarantine fee. (which is subsequently deposited in the government treasury through TR challan).

Information regarding revenue collection

  • The Ministry of Finance of Bangladesh collects inspection fees for animals, birds, and animal products, according to a letter from the Finance Department.

  • Please Note that, this fee is collected through government prescribed money receipt or Bangladesh Form No. 39 (FR Form No. 1-B).


  • Collected revenue is deposited in the Government treasury through treasury challan code-1-4441-0000-2017.

  • Which is verified through online/automated challan verification whether deposited in proper code.

Sample Shipping Information

  • After landing, three samples of one-day-old chicks are collected from each lot. Along with it, it is sent to Central Disease Research Laboratory, 48, Kazi Alauddin Road, Dhaka.

  • After testing the samples there, the results are forwarded to the Assistant Director (Training), Directorate of Livestock, Bangladesh, Dhaka. The mentioned office issues a no-objection letter/permission letter before importing or exporting animals and animal products.

  • Although the operation of this station was started through "Animal Disease Prevention and Control Project", no infrastructure including laboratory or animal shed was constructed due to non-availability of necessary land lease. The quarantine station does not have the facility to check if imported animals are sterile or infected with zoonotic diseases. For this reason, samples of imported products are collected and sent to the Central Disease Research Laboratory at 48 Kazi Alauddin Road, Dhaka, to check for diseases.

5. Exported Poultry and Animal Products— Chicken, Cat, Meat, Bull stick, Salted Omezam, Pigeon etc.


The office should do for support passengers and workers -

B. Steps for import or export of pet dogs, cats through Terminal Building:

a) Passengers carry various animals and animal products (such as pet dogs, cats) during arrival and departure at the HSIA terminal building. A No Objection Letter (NOC) should be obtained from the office of the Assistant Director (Training), Directorate of Livestock, Khamarbari, Farmgate, Dhaka, Tel: +88—02—9115936, adtraining.dls@gmail.com for bringing the above animals to or from Bangladesh.

The following documents are to be sent to get the quarantine certificate from the Livestock Quarantine Station at the airport.
a) Application form.
b) No Objection Letter.
c) Veterinary Health Certificate.
d) Vaccination card.
e) Pictures of animals.

Mission, Vision, Function


Mission

To prevent the entry and spread of pathogens within Bangladesh and to ensure animal health protection through import-export of animals-poultry and animal products.

Vision

To prevent the spread of diseases from imported animals and animal products, Bangladesh follows the Animal-Birds and Animal Products Prevention Act-2005 and international regulations. This protect the health of animals and humans in Bangladesh.

Function

1. Prohibition of mating, import and export of animals, birds and animal products, etc – Under the law of The Imports and Exports ( Control), Act 1950 (XXXIX of 1950), if any animal or animal product may cause disease to animals or humans, it can be quarantined, prohibited from being imported or exported, or otherwise controlled under the government's import and export policy orders.

2. Control of animals and animal products for pest control - The quarantine officer is responsible for all animals and animal products that are quarantined. They will take the necessary measures to quarantine the animals and animal products, as prescribed by law.

3. Powers and functions of Prohibition Officer - The Livestock Quarantine Station has the authority to seize animals and animal products for the purpose of animal control, inspection, fixing the period of quarantine, release from quarantine, and scheduled examinations. They can also issue health certificates of animals detained for pest control and order the destruction or otherwise disposal of diseased animals or infected animal products in the prescribed manner. In addition, they prohibit the export of non-travelable animals and in case of importation of animals, birds and animal products declared prohibited by the government, the said animals, birds and animal products must be returned at the importer’s own expense or ordered to be disposed of in a prescribed manner. They can also take any other measures necessary for the proper performance of their duties and responsibilities.

4. Importer’s Notification of Import - Importers must notify the quarantine officer at least 15 days before importing any animal, bird, or animal product. The notice must be given in the prescribed manner.

5. Provisions relating to animals or animal products imported without valid import license. — If an animal or animal product is imported without a valid import license and health certificate, and if the animal or animal product is not infected with any infectious disease, the government may dispose of it in the prescribed manner.

6. Penalty. - If a person breaks any rule of this Act or fails to do something they are required to do or to follow the instructions given under this Act, they may be imprisoned for up to two years, fined up to 10,000 takas, or both.
